Constitution - Article II

Membership & Dues

Section 1. Application for membership in the St. Louis County Police Association shall be open to all full-time employees of the St. Louis County Police Department, commissioned and non-commissioned, regardless of rank or assignment; all full-time employees of the St. Louis County Department of Justice Services, regardless of rank or assignment; and, all full-time St. Louis County Park Rangers, regardless of rank or assignment.

Section 2. All members of the St. Louis County Police Association shall also be members of Lodge 15, Missouri Fraternal Order of Police. The Constitutions and Bylaws of Lodge 15, the Missouri State Lodge and Grand Lodge regarding membership shall be adhered to.

Section 3. Applications for membership must be approved at a general membership meeting of Lodge 15. New members become entitled to the benefits of membership thirty (30) calendar days after approval by Lodge 15.

Section 4. There shall be three (3) classes of membership in the St. Louis County Police Association: Active, Retired and Honorary. A. Active members shall consist of all full-time employees of St. Louis County Government that meet the requirements listed in Section 1 of this Article and remain current with dues. B. Retired members shall consist of all retirees, as defined by St. Louis County, that had been active members for no less than one calendar year prior to retirement and maintain active retired membership and dues with Lodge 15. Retired members shall pay no dues to the St. Louis County Police Association. C. Honorary members shall consist of individuals not otherwise eligible for membership and determined to merit the recognition of the St. Louis County Police Association. Honorary membership and appropriate formal recognition shall be granted upon action of a two-thirds majority of the Executive Board at a regularly scheduled meeting. Honorary members shall pay no dues.

Section 5. Any member that resigns or is terminated from eligible employment prior to retirement and is not appealing termination shall forfeit membership and dues. Members on any form of leave without pay, to include suspension without pay, shall retain membership and benefits of membership throughout such leave.

Section 6. No person shall be denied membership in the St. Louis County Police Association due to race, sex or religion.

Section 7. All dues for active membership in the St. Louis County Police Association, Lodge 15, Missouri State Lodge and Grand Lodge shall be collected by the St. Louis County Police Association. Section 8. No more than five percent (5%) of dues collected during a calendar year shall be appropriated throughout the following calendar year for contribution to political candidates, committees, parties or lobbyists.
